What e-invoice readiness actually means

Readiness is not the same as awareness

E-invoicing mandates are rolling out across the world, and most businesses are not sure where they stand. The gap between 'we have heard about the mandate' and 'we are compliant' is filled with 20 or more technical and organizational steps that nobody maps out for them. Readiness means your data, your systems, your people, and your records are all in a state where you can issue and receive legally valid electronic invoices on the day your deadline arrives.

The five dimensions of readiness

This checker scores you across five dimensions because compliance fails when any one of them is weak. A business can have a perfect ERP and still fail because nobody validated buyer tax IDs. Another can understand the mandate in detail and still be exposed because its archive does not meet the retention rules. The five dimensions are registration and identifiers, invoice data and fields, systems and integration, process and people, and archiving and audit.

Why a structured assessment beats guessing

Most businesses discover their gaps weeks before the deadline, when there is no longer time to fix them. ERP changes take 4 to 16 weeks. Peppol Access Service Provider onboarding takes 4 to 12 weeks. France PDP onboarding takes 8 to 16 weeks. A structured assessment surfaces those gaps early, while you still have a window to act, and it tells you which gap to close first. The order matters: there is no point perfecting your archive if your system cannot generate a compliant invoice in the first place.

Readiness is a moving target

Authorities update their schemas and add fields. New waves and phases bring more of your suppliers and customers into scope, which changes the invoices you receive as well as the ones you send. That is why readiness is worth re-checking every 30 to 90 days, not treating as a one-time box to tick. The businesses that stay compliant are the ones that monitor and maintain, not the ones that integrate once and forget.

E-invoice readiness questions

How do I know if my business is ready for e-invoicing?

Readiness is more than switching to digital invoices. A truly ready business has confirmed which mandate applies to it, can generate invoices in the required structured format, has its systems connected to the tax authority or network, has trained its finance team, and has a compliant archiving approach. This checker scores all of those across 5 dimensions so you can see exactly where you stand.

What does a good e-invoicing readiness score look like?

A score of 81 to 100 means you are well prepared (Ready). 61 to 80 means good progress with a few key gaps (Almost there). 41 to 60 means significant gaps remain. 0 to 40 means you are at high risk of non-compliance and should act immediately. Most businesses score between 45 and 60 on their first assessment, which is normal and fixable.

What is ZATCA Phase 2 and when is my deadline?

ZATCA Phase 2 (Integration) requires your system to connect to the Fatoora Portal for real-time clearance of standard invoices and near-real-time reporting of simplified invoices, in UBL 2.1 XML with a cryptographic stamp and QR code. It rolls out in waves by VAT-liable turnover. Select your turnover in the checker to see your wave and deadline.

What is an ASP and do I need one for the UAE?

An Access Service Provider (ASP) is an FTA-certified intermediary that connects your business to the UAE Peppol network. You cannot send or receive Peppol invoices directly, so every business in scope must contract with a certified ASP. Onboarding typically takes 4 to 12 weeks, and registration closes 30 October 2026 for businesses above AED 50 million.

What should I do if my ERP does not support e-invoicing?

Most ERPs do not generate ZATCA XML, Peppol UBL, or MyInvois JSON natively. You have two paths: wait for your ERP vendor to ship a compliant module, or place a middleware layer between your existing system and the tax authority. Complyance is that layer, connecting via API in days with no ERP changes required.

How long does it take to become e-invoicing compliant?

With a middleware provider, typically 1 to 4 weeks from kickoff to go-live, including field mapping, integration, and sandbox testing. Implementing natively within an ERP usually takes 4 to 16 weeks depending on vendor readiness. France PDP onboarding alone can take 8 to 16 weeks. Plan for a minimum of 4 weeks in any scenario.

What happens if I miss my country's e-invoicing deadline?

Consequences vary by country but commonly include financial penalties, for example up to SAR 50,000 in Saudi Arabia, or EUR 15 per invoice up to EUR 15,000 a year in France, and loss of VAT recovery, because non-compliant invoices may not be recognised. Several authorities also treat non-compliance as an audit trigger across your wider VAT filings.

Can I retake the readiness assessment?
