The Croatian authorities have published a draft ordinance titled “Rulebook on Fiscalization of Final Consumption Invoices”, which is open for public consultation until November 16, 2025. This allows businesses and stakeholders to review and provide feedback before the regulation is finalized.

The draft provides detailed rules for implementing the B2C clearance mandate under the Fiscalization Act, specifically addressing the fiscalization of final consumption invoices.

It is expected that the ordinance will be approved and published in the Official Gazette by the end of the year, ensuring alignment with the Fiscalization Act timelines and Croatia’s broader move toward full e-invoicing and real-time reporting.
