The UAE releases key e-invoicing technical specifications, including PASR, PINT AE, and DCTCE architecture documents, advancing its Peppol-based 5-corner mandate.

United Arab Emirates

The UAE Ministry of Finance has reached a major milestone in the rollout of its national e-invoicing mandate with the release of several core technical and architectural documents. These specifications are critical for service providers and businesses preparing for compliance under the UAE’s Peppol-based 5-corner model.

Staying aligned with these evolving requirements will be essential to ensure regulatory compliance, smooth integration, and successful participation in the UAE e-invoicing ecosystem.

Key Technical Documents Released

Peppol Authority Specific Requirements (PASR)
The PASR is the foundational document defining the rules, obligations, and technical requirements for Peppol Service Providers operating in the UAE. It acts as an umbrella framework that governs how the Peppol-based DCTCE (5-corner) model must be implemented locally.

PINT AE
PINT AE is the UAE-specific extension of the Peppol International Invoice (PINT). It defines:

  • Semantic data structure
  • Syntax bindings
  • Code lists
  • Validation and business rules
for electronic invoices exchanged in the UAE.

Enterprise Interoperability Architecture
This document describes the UAE DCTCE architecture from a business and conceptual perspective. It is intended to help non-technical stakeholders understand how the ecosystem fits together, while also serving as a high-level introduction for technical teams.

Solution Architecture
The Solution Architecture document provides a technical implementation view of the UAE DCTCE model. It is aimed at service providers and engineering teams, offering guidance on how to design, build, and deploy compliant e-invoicing solutions.
