OpenPeppol has approved the Oman Tax Authority (OTA) as an official Peppol Authority — a major milestone in Oman's e-invoicing journey and the upcoming Peppol 5-corner model rollout.

Oman

OpenPeppol has officially approved the Oman Tax Authority (OTA) as a recognized Peppol Authority, marking a landmark development in Oman's e-invoicing compliance roadmap.

What This Means for Oman's E-Invoicing Framework

The approval grants OTA formal membership within the global Peppol network, giving it the authority and responsibility to represent Oman's national interests within the Peppol ecosystem. As a Peppol Authority, the OTA will now:

  • Shape the alignment of the Peppol standard with Oman's national e-invoicing and VAT legislation
  • Oversee and accredit e-invoicing service providers operating within the country
  • Drive the adoption and governance of the Peppol framework at a national level

A Critical Step Before the 5-Corner Model Rollout

The establishment of a national Peppol Authority is a prerequisite for implementing the Peppol 5-corner model — the decentralized e-invoicing exchange architecture that Oman is preparing to roll out starting August 2026 through its Fawtara platform.

Under the 5-corner model, e-invoices are exchanged between buyers and suppliers via accredited access points, with OTA positioned as the central authority governing network standards and service provider eligibility.

Oman's E-Invoicing Rollout Timeline

  • August 2026 (Pilot): 100 large VAT-registered companies begin mandatory e-invoicing via Fawtara
  • February 2027: Mandatory for all large VAT-registered businesses
  • August 2027: Mandatory for all remaining VAT-registered taxpayers
  • TBA: Government institutions and entities

What Businesses Should Do Now

With OTA now officially integrated into the global Peppol network, businesses operating in Oman — particularly large enterprises in the first rollout wave — should begin preparing their systems for OM PINT format compliance, ensure their ERP or billing infrastructure is compatible with accredited service providers, and monitor further regulatory updates from OTA.
