The Forum elektronische Rechnung Deutschland, Germany's national e-invoicing forum, which develops the ZUGFeRD standard and coordinates with France on Factur-X but has no regulatory authority.
The German national forum for electronic invoicing, hosted by AWV (Arbeitsgemeinschaft für wirtschaftliche Verwaltung) with representation from federal ministries, industry associations, software vendors and public administration. FeRD develops and publishes the ZUGFeRD standard and its profiles, coordinates with its French counterpart FNFE-MPE on Factur-X, and acts as the business community's voice on e-invoicing policy. It has no regulatory authority; its standards gain force through adoption.
