Bavaria to centralise public sector e‑invoicing via OZG‑RE
Bavaria plans a single e‑invoicing entry platform using OZG‑RE to simplify invoice submission, speed processing and support Peppol‑based delivery to public entities.
1. Shift from decentralised to centralised e‑invoicing
Since 2020, public bodies in Bavaria have been obliged to receive e‑invoices, but processing has remained decentralised, with suppliers sending invoices directly to individual authorities, often by paper or email. This setup is now set to change, as the state moves to a centralised platform that will serve as the single point of contact for incoming invoices.
On 7 January 2025, the Bavarian state authorities announced that they would introduce a unified entry portal for invoice exchange to simplify invoicing, reduce throughput times and accelerate processing for both businesses and public administration. The official announcement is available (in German) here: Bavarian Ministry of Digital Affairs – e‑invoice platform announcement.
2. OZG‑RE platform and expected timeline
Bavaria has chosen OZG‑RE as its central platform for e‑invoice receipt, joining other states such as Berlin, Brandenburg, Mecklenburg‑Western Pomerania, Saxony and Thuringia, which already use the same solution. OZG‑RE supports several submission channels, including:
- Web capture (online forms)
- File upload
- Transmission via Peppol
By connecting to OZG‑RE, suppliers will be able to use a consistent process and, where desired, the Peppol network to deliver e‑invoices to Bavarian public entities. While no precise go‑live date has been announced, the change is expected to take place in the first half of 2025, giving businesses a clear window to adapt their processes and connectivity
