1. Rhineland‑Palatinate: RLP 2025 e‑invoicing ordinance

From 1 April 2025, the Rhineland‑Pfalz E‑Invoicing Ordinance RLP 2025 (E‑Rechnungsverordnung RLP, ERechVORP) makes electronic invoicing mandatory for public entities in Rhineland‑Palatinate. This ordinance implements the requirements of the federal E‑Invoicing Act and forms part of Germany’s transposition of Directive 2014/55/EU on electronic invoicing in public procurement.

Official text (German): E‑Rechnungsverordnung RLP 2025.
Directive reference: Directive 2014/55/EU.

Submission channels and formats in Rhineland‑Palatinate

Invoice issuers can submit B2G e‑invoices via:

Regardless of the channel, suppliers must register on the state portal before they can submit e‑invoices.

Accepted formats are:

  • XRechnung
  • ZUGFeRD

For ZUGFeRD hybrid invoices, the ordinance specifies that only the XML component is processed and forwarded to the recipient; the PDF image is discarded. Practical instructions and routing ID information are available here (German): RLP – information for invoice issuers.

2. Hessen: B2G mandate and portal enhancement

In Hessen, the B2G e‑invoicing obligation has been in force since 18 April 2024. Initially, public contracting authorities in the state accepted e‑invoices only via email sent to a central address (e‑invoice@ekrw.hessen.de).

Now, suppliers also have the option to upload e‑invoices to the state’s online portal for invoice submission. The portal offers a key practical advantage: it supports e‑invoices with attachments up to 100 MB, compared to a 22 MB limit for email submissions. At present, it is not yet possible to submit e‑invoices via Peppol in Hessen.

Further details on e‑invoicing in Hessen are available here (German): Hessen – electronic invoices.

These developments mean suppliers to public bodies in both Rhineland‑Palatinate and Hessen must be ready to issue structured e‑invoices in accepted formats and use state‑specified channels, with Peppol already supported in RLP and a portal option for large files in Hessen
