Germany to merge ZRE and OZG‑RE federal e‑invoicing platforms in 2025

1. Platform consolidation and objective

The Federal Ministry of the Interior and Home Affairs (BMI) and the Federal Ministry of Finance (BMF) have decided to merge the Central Federal Invoice Receipt Platform (ZRE) and the Online Access Act‑compliant Invoice Receipt Platform (OZG‑RE) into one shared solution, OZG‑RE, by 2025. The aim is to streamline e‑invoice receipt across the federal administration and make life easier for suppliers who currently have to navigate two different platforms.

More information (German) on the consolidation is available on the federal e‑invoice site: Platform consolidation – e‑Rechnung Bund.

2. Transition timeline for federal authorities

Federal authorities that currently use ZRE will move over to OZG‑RE in two phases:

Suppliers will be informed in advance by their federal customers about the specific transition date and will receive updated invoicing instructions as needed.

3. What suppliers need to do

The impact on suppliers depends on how they currently submit e‑invoices:

  • Suppliers using Peppol:
BMI has confirmed that all ZRE‑registered Peppol routing IDs will be automatically transferred to the OZG‑RE platform. This means suppliers sending e‑invoices via the Peppol network do not need to take any action to maintain their connectivity. The confirmation is documented here (German): BMI Peppol guidance (PDF).
  • Suppliers using the ZRE web portal or other non‑Peppol channels:
Businesses that submit invoices directly via the ZRE web interface or similar methods will need to register on the OZG‑RE portal to continue sending e‑invoices to federal authorities. The OZG‑RE login page is here: OZG‑RE portal.

The current ZRE portal will be discontinued by 31 December 2025, so suppliers should complete their registration and process adjustments in good time.
