The UAE Ministry of Finance has released the service provider accreditation requirements, a key milestone in building the framework for the country’s upcoming 5-corner (DCTCE) e-invoicing model.

As previously announced, accredited service providers will play a central role in the UAE’s e-invoicing ecosystem. They will be responsible for validating invoices, exchanging invoice data, and reporting information to the tax authority. Only certified providers will be permitted to participate in invoice exchange, making accreditation mandatory for market participation.

What the Accreditation Requirements Mean

The requirements are comprehensive. Among other criteria, service providers must:

  • Successfully complete pre-approval testing, a production trial run, pre-approval certification, and tax data reporting tests
  • Be an active Peppol-certified service provider
  • Demonstrate at least two years of experience operating as a service provider
  • Meet UAE insurance requirements
  • Hold ISO/IEC 27001 and ISO 22301 certifications

A full and detailed list of accreditation requirements is available on the Ministry of Finance website. These requirements confirm the UAE’s intent to ensure a secure, interoperable, and well-governed e-invoicing ecosystem from day one.
