Business-to-government transactions are generally within the UAE e-invoicing scope unless a specific exclusion applies. Government entities also have their own implementation timeline under the national rollout. Under the published timetable, in-scope government entities must appoint an Accredited Service Provider by 31 March 2027 and implement e-invoicing by 1 October 2027.

If your business invoices a government customer, confirm the buyer’s onboarding status and the process it expects you to follow. Work with your own Accredited Service Provider to confirm how the e-invoice will be exchanged, which buyer identifiers are required, and how invoice statuses and any rejection messages will be returned to your system.

Do not treat every public-sector-related transaction as automatically identical. Check whether the transaction and entity fall within the rules or a stated exclusion, and keep any procurement, purchase-order, delivery, and acceptance references required by the buyer’s process.

Key points

  • Check scope: Business-to-government transactions are generally covered unless a specific exclusion applies.
  • Know the government timeline: The published implementation date for in-scope government entities is 1 October 2027, with ASP appointment by 31 March 2027.
  • Confirm buyer requirements: Validate the buyer’s identifiers, purchase-order references, and onboarding process.
  • Coordinate with your provider: Test exchange, status updates, and rejection handling for government customers.
  • Retain supporting records: Keep procurement and transaction evidence alongside the invoice record.
