IRBM Announces New Timeline for Mandatory E-Invoicing Implementation
Malaysia’s Inland Revenue Board has released updated e-invoicing guidelines and confirmed a phased rollout starting August 2024, with full adoption required for all taxpayers by July 2025.
The Inland Revenue Board of Malaysia (IRBM) has announced a revised gradual rollout plan for Malaysia’s mandatory e-invoicing implementation and issued clarifications to previously published guidelines.
On 28 October 2023, IRBM released updated documentation covering the scope and timing of e-invoicing adoption for targeted taxpayers. The updates include:
- E-Invoice Guideline Version 2.1
- E-Invoice Specific Guideline Version 1.1
- E-Invoice Catalogue
Updated Mandatory E-Invoicing Timeline
Under the revised rollout plan, mandatory e-invoicing will be implemented in phases based on annual turnover or revenue:
- 1 August 2024
Taxpayers with annual turnover or revenue exceeding RM 100 million (approximately EUR 20 million) - 1 January 2025
Taxpayers with annual turnover or revenue exceeding RM 25 million and up to RM 100 million - 1 July 2025
All remaining taxpayers
Additional Clarifications
The updated guidelines primarily provide clarifications to existing provisions and do not introduce material changes to the overall e-invoicing framework or scope.
Further guidance is expected as the implementation date approaches, particularly for taxpayers in the later rollout phases.
