Malaysia Announces Gradual Introduction of E-Invoicing from 2023
Malaysia announces plans to introduce e-invoicing through a phased approach from 2023, aiming to modernize tax administration and support digital economy growth.
Malaysia has announced plans to introduce electronic invoicing through a phased approach, as part of efforts to strengthen tax administration efficiency and support the growth of the digital economy.
The announcement was made through the Ministry of Finance as part of the 2023 Pre-Budget Statement, positioning e-invoicing as a key pillar of Malaysia’s broader tax digitalization strategy.
According to the statement, e-invoicing is expected to play an important role in:
- Improving tax revenue collection
- Enhancing transparency and compliance
- Strengthening the country’s digital services infrastructure
While no specific implementation timelines have been confirmed, the announcement clearly signals the direction Malaysia will take from 2023 onwards, with a gradual rollout planned.
The initiative is also closely linked to the introduction of Tax Identification Numbers (TINs), which were announced for implementation starting in 2022, and are expected to support future e-invoicing and tax reporting processes.
Further details on scope, technical standards, and timelines are expected to be released in subsequent guidance.
