HMRC Sets Digital Transformation Roadmap Toward 2030
HMRC outlines its 2030 digital transformation roadmap, highlighting VAT modernization, tax gap reduction, and potential nationwide e-invoicing adoption.
The UK has unveiled plans to further digitalize VAT and tax administration processes by 2030, reinforcing its long-term “digital by default” strategy.
At the center of this roadmap is HM Revenue and Customs, which has outlined three core priorities:
- Improving day-to-day performance for businesses and individuals
- Reducing the tax gap
- Modernizing the UK’s tax and customs system
Building on Making Tax Digital
The roadmap builds on progress made through Making Tax Digital, which has already shifted VAT reporting into a more structured digital environment.
E-invoicing is now positioned as a logical next step in that transformation. The government views structured, interoperable invoicing as a tool to:
- Increase transparency
- Reduce manual errors
- Improve compliance
- Strengthen fraud prevention
Collaboration Across Government
HMRC has worked closely with the Department for Business and Trade to assess how e-invoicing adoption could expand across both private and public sectors.
The public consultation on e-invoicing, which closed in May 2025, will directly influence the UK’s long-term implementation approach. While no binding mandate or timeline has yet been confirmed, the roadmap clearly signals that structured digital reporting and e-invoicing will play a significant role in the UK’s tax modernization strategy.
