United Kingdom Budget 2025 Introduces Mandatory VAT E-Invoicing from April 2029
UK Budget 2025 confirms mandatory electronic VAT invoicing from April 2029, marking a major step in HMRC’s tax digitalisation strategy and alignment with EU ViDA reforms.
The UK government has confirmed that, from 1 April 2029, all businesses will be required to issue VAT invoices in a specified electronic format.
On 26 November 2025, the government published Budget 2025, setting out a major milestone in the country’s tax digitalisation strategy.
What the announcement confirms
- Mandatory electronic VAT invoices for all UK businesses from 1 April 2029.
- A detailed implementation roadmap to be published at Budget 2026 following stakeholder consultation.
- Reform is positioned as part of a broader investment into HM Revenue and Customs.
Policy objectives
The reform is expected to:
- Reduce administrative burdens
- Improve reporting accuracy
- Accelerate payment cycles
- Help close the VAT gap
The measure also aligns the UK with international developments, particularly the EU’s VAT in the Digital Age initiative, which introduces cross-border e-invoicing requirements from July 2030.
What happens next
A full technical framework, including format standards, reporting mechanisms, and transition phases, will be developed during 2026. Businesses will have a multi-year preparation window before the 2029 go-live date.
